Provides overall leadership in the design, implementation and monitoring of System-wide pharmacy programs and operations for the delivery system and the health plan, along with quality and safety standards in collaboration with key members of the executive leadership team. This position reports to the CEO of Community Care Services with an alignment to the system CEOs or their designee.
This position is responsible for developing, executing, and updating System Pharmacy strategies that will address all lines of service to Henry Ford Health System (HFHS). Accountable for achieving performance excellence in terms of Pharmacy quality, experience and affordability. This position must establish strong collaborative relationships with key leaders within HFHS and external key stakeholders. This position will be closely aligned with HFHS 340Bleadership to ensure that we are meeting the regulatory requirements.
The Chief Pharmacy Officer is expected to develop short-term and long-term plans to ensure that HFHS Pharmacy Program is well-positioned within the current and future landscape. This position provides executive leadership and oversight for the design, implementation, and ongoing administration of prescription drug benefits including 340B. The Chief Pharmacy Officer is expected to leverage HFHS integrated healthcare delivery model to engage with Physicians and other healthcare leaders and further integrate Pharmacy Services into care delivery and chronic disease management for system-wide improvements in patient care outcomes.
Principal Duties and Responsibilities:
Provides overall leadership and operational oversight to HFHS Pharmacy Services including inpatient, ambulatory, retail and health plan with focus on development of strategy and building and executing high reliability services that optimize best practices and high standards of practice and services.
Accountable for overall development and execution of Pharmacy Services by leading clinical practices and professional and technical services areas in accordance with defined quality and financial metrics and system strategic plan. Ensures alignment and collaborative working relationships with system-wide executive leadership and works to integrate Pharmacy Services across HFHS including with clinical leadership and the health plan while meeting the unique business and clinical needs of each component.
Promotes a high level of collaboration between Pharmacy Leadership and Physician Leadership to leverage pharmaceutical and medical expertise to improve health, promote quality care, assuring appropriate use of medications, and appropriate use of resources.
Provides executive leadership and oversight to national pharmaceutical contracting. Establishes and maintains a ‘score-card’ indicating compliance to selected HFHS contracts including but not limited to individual third-party agreements. Provides timely information to all hospitals and operating units to allow effective management of contracts and pharmacy expenditures.
Responsible for prescription drug benefit design, implementation, and administration, including Medicare Part D. Ensures plans are compliant with requirements and are supported by critical systems, technology and resources.
Ensures Pharmacy Services perform in a manner that leads to promoting evidence-based formulary decisions, outcomes are well-researched, and critical drug information is maintained in key systems for use across HFHS.
Provides executive leadership and oversight for the optimization of Pharmacy Outpatient Centers, prescription mail services, and Specialty Pharmacy Services.
Provides executive leadership and direction to assure compliance with laws, regulations, and HFHS policies.
Takes accountability for financial performance of Pharmacy Services including planning capital and operating budgets, research, education, growth initiatives, and expense management. This includes forecast data, cost analysis, development of business plans, etc. Leads activity with Market CEO and Hospital Presidents and Finance department to ensure that operational savings are validated in accordance with the forecasted savings from implemented sourcing strategies.
Oversees Pharmacy personnel and labor policies, procedures and practices. In conjunction with various areas within Human Resources, develops job descriptions, hiring practices, performance management, compensation, disciplinary actions, career development, etc. Maintains knowledge of trends and developments in the service lines. Monitors local, regional, and national legislation impacting the organization and reporting, with strategies to achieve compliance as needed.
Creates an environment of continual improvement and adaptive innovation which is responsive to the needs of customers. Facilitates a highly matrix approach in the development of services and demonstrates the ability to participate effectively on committees and teams within the health system’s organizational structure. Oversees System-wide pharmacy educational programs in partnership with academic institutions. Supports teaching, academics and collaborates on research endeavors.
Coordinates pharmacy internal and external governance activities in partnership with plan and clinical executive leadership.
Maintains a working knowledge of applicable Federal, State and local laws and regulations, HFHS Compliance Program, Standards of Conduct, ethics, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
D. degree required; MHA/MBA preferred.
Seven (10) plus years of progressively more responsible Pharmacy leadership experience working in a clinical or comparable business capacity.
Ability to identify, create and foster an organizational culture that is supportive of a high reliability organization and builds upon operating in a highly matrixed working environment.
Advanced business and analytical skills to develop new or enhance existing clinical and operational strategies, business plans, policies and programs.
Comprehensive knowledge and understanding of current health care/service line trends and practices including healthcare reform, integration of health care delivery systems, clinical/medical advancements, health care financing, performance improvement and change management tools.
Creates and maintains physician and clinical staff relationships built on shared values, trust and mutuality. Develops sustainable relationships that result in supportive patient care systems, physician access/satisfaction, and quality, efficient care across the service line delivery platform.
Responds to the community’s needs for quality health care services by monitoring the adequacy of the service line medical activities and closely coordinating with Community leaders and HFHS clinical leaders in achieving and maintaining the required standards of medical performance.
Appoints, develops, mentors and supports a Pharmacy Services leadership team that provides comprehensive and well-developed daily operational leadership and collaborates with other providers to improve Pharmacy services in the community.
Highly developed interpersonal and communication skills and business acumen in order to foster interactions, forge alliances, counsel, inspire and build confidence in others, promote understanding of HFHS and business of healthcare.
